Provides management oversight for all phases of hospital projects, including coordinating workers, materials, and equipment. Ensures all specifications are being followed, and work is proceeding on schedule and within budget. Assists the Director with the day-to-day operational and personnel activities of the Engineering Department. Schedules and inspects the work of all Engineering Associates. Assists the Director in operational and budgetary planning for the maintenance of the facility and proposed projects. Selects, trains and evaluates staff; assures that Hospital and Department policies are observed. Resolves difficult or complex issues encountered by the staff. Maintains hospital facility ensuring maximum efficiency.

Principal Duties/Responsibilities

  1. Develops cost effective plans and schedules for completion of hospital projects following a logical pattern for utilization of resources. Selects and coordinates the work of all subcontractors during the various phases of the project.
  2. Oversees the performance of all trade contractors and reviews architectural and engineering drawings to ensure all specifications and regulations are being followed. Is responsible for proper administration of construction contracts and for obtaining all necessary permits and licenses. Oversees the installation and repair of utilities and equipment ensuring conformance with safety and fire regulations. Coordinates in-house and outside contractor construction activities ensuring the compliance of International Building codes, TDH, and ADA.
  3. Tracks and controls construction schedules and associated costs to achieve completion of project within time and monies allocated. Reviews construction reports, checks on any reported difficulties, and takes the necessary steps to correct any safety violations or other reported deficiencies. Meets with architects and engineers on progress and any necessary modifications of plans that may seem indicated.
  4. Serves as liaison with utility and governmental officials to ensure conformance with international building codes and all fire and safety standards and regulations.
  5. Provides leadership in problem identification and resolution and coordinates resolution between departments as needed. Promotes and establishes an atmosphere of Total Quality Improvement throughout the department with motivation, coaching and staff development and through evaluation, development and/or revision of department policies and procedures.
  6. Manages and leads staff members in performance and progress of work in assigned engineering functions and/or projects. Develops work assignments, inspects work in progress and assures successful completion of work. Ensures department operates in compliance with established policies and procedures of Hospital, regulations of applicable regulatory agencies and standards of TJC.
  7. Responsible for appropriate conduct management of staff members, Perform conflict-resolution, present Associate commendations, conduct problem solving and implement progressive disciplinary actions appropriate to UMC of El Paso policies and procedures.
  8. Responsible for the recruitment and retention of qualified staff members. Responsible to appropriately orient, develop and train staff members.
  9. Conducts regularly schedules staff meetings to communicate issues regarding compliance with established procedures and overall work unit effectiveness. Reviews and sets productivity and work measurement standards for engineering personnel, and as needed, performs skilled work activities related to carpentry, painting, demolition, construction, and general maintenance.
  10. Monitors utility expenses for the hospital. Takes the necessary steps for implementing or improving cost control measures. Carries out the department budget, assure compliance and provides justification for variances as requested.
  11. Establishes preventive maintenance and repair logs in accordance with operational parameters and manufacturers recommendations.
  12. Ensures Environment of Care and Life Safety Standards are in compliance and documentation requirements are followed.
  13. Oversees Utility Components and maintains compliance records as required.
  14. Adheres to Hospital and Department Body Substance Isolation and Hazard materials policies/procedures and utilizes/wears required protective equipment and clothing.
  15. Promotes a Customer Service in the performance of position duties and responsibilities and in interactions with patients, hospital staff and visitors.
